Валентин, Yes, enlightenment of matter can only be accomplished in the physical world, from where we emit negative emotions (gavvakh/emotional radiations) and thoughts (egregores/thought-forms) into the next worlds. Those in the next worlds are not in a position to raise their level by themselves, they remain the same/unchanged as when they were alive.

In a way, evil does ultimately serve the good/a higher purpose albeit unwittingly. But how to convey such a realization to an ordinary person, without risk of them misinterpreting everything? Daniil Andreev warned about how showing love and pity for demons carry certain risks, one must be at least be a noble saint, righteous man, or on the level of a prophet to be able to do that.
When the Scriptures talk about Providence, «God watches everyone», it even includes those schemers in Digm, everything they plan is supervised from on high and actively mitigated, or life would be unbearable and could not go on. They are only allowed to exercise their authority insofar as their activity compels people to turn away from evil and strive for God. There are no «evil» cosmic beings, there's beings in the vicinity of earth's atmosphere and from certain dying planets that are higher than man, but lower than the Great Hierarchies (Elohim) and lower than the angels.
